attached to desertification control by a State and
a local level in the framework of the action programme.

measures to implement the NAPs and RAPs to combat
desertification require consistent investment and
mobilization of financial resources.

International
Conventions and agreements
|
According
to the UNCCD the largest source of funds is in the
affected countries themselves. Developed countries
are to provide "substantial financial resources
and other forms of support", including grants
and concessional loans, through both bilateral and
multilateral channels. They also pledge to seek new
and additional funding through the Global Environment
Facility (GEF) for activities to combat desertification
that are also relevant to the GEF focal areas of biological
diversity, climate change, and international waters.
One of the major concerns impeding the implementation
of the Convention, as underlined by affected countries
through their national reports, is the lack of predictable
and substantial financial resources. Action Programmes
have proven to be costly.

Definitions
and basic concepts
|
National
Action Programmes (NAPs) are one of the key instruments
in the implementation of the Convention. They are
strengthened by Action Programmes on Sub-regional
(SRAP) and Regional (RAP) level. The indicator considers
the financial resources invested at national and local
level to implement the Action Programmes.

The
indicator is calculated by dividing total expenditure
on measures and actions to implement NAPs, RAPs and
SRAPs at national and local level by national GDP
and local GDP, expressed as a percentage.

At
the national level, data are collected normally through
special R&D surveys conducted by the ministry/department/council
of science and technology and/or the central statistical
office and/or specialized institutions, whereas those
on GDP can be obtained from either the ministry of
finance or the central statistical office.
